3 June, 2015

The Chief-executive of the organization “Young Barristers”, visited radio “Imedi” - the program “Law”, and answered to the questions of the journalist, Tamar Abramishvili and the citizens. The main topic of the program was the process of restoring justice, prompt and effective investigation of the cases, regarding property confiscations and judicial reform. Archil Kaikatsishvili introduced to the society the results of the monitoring, implemented by the organization in 2015, according to which, during 2004-2014 , 5634 different kinds of properties have been transferred  to the State by  the citizens in the form of  gifts,  grants or abandonments, without any charge.

“On the ground of the information, obtained from the Ministry of Economy and Sustainable Development of Georgia, it may be concluded , that the tendency of  the property right concession on behalf of the citizens in favor of   the State, is obvious. Different kinds of properties were voluntary transferred from their owners to the Government by means of different legal agreements, including gift contracts, concessions or  abandonments.  The results of the monitoring tell, that during 2004-2012, 369  properties were transferred to the State  as a gift, without any charge and 1941 units -  by abandonments and other legal means. Thus, the Government gained right to dispose  2310  properties. Besides, the research shows, that,  citizens have voluntary given up  company shares and stocks to the State ownership  150 times and the State became the owner of 864 cars during 2004-2012. In total, 5634 properties  were  transferred to the State during the period mentioned above.”- stated Archil Kaikatsishvili.

According to the Head of the “Young Barristers”, it is necessary, that the Special Department of the Prosecutor’s Office speed up making  decisions regarding property confiscations.  The Chair of the Supreme Court of Georgia should also have opportunity to carry out all the planned  initiatives within the judicial system. Archil Kaikatsishvili appraised creation of the  special inspector’s institute within the system of justice, as the institute for judges’  protection  and noted, that the reform can only be opposed by those, who have made illegal decisions in the past.
