“Young Barristers” : Georgia should take a proposal to revise “about occupied territories”

“Young barristers” appeals to the executive and legislative authority of Georgia with an official letter and as the principle of high interest, requires to inform the public- if there is any new government action plan for the population of the occupied regions of Georgia for the purpose of reconciliation and besides the offer of neutral travel document for ethnic minority representatives living in Abkhazia and south Ossetia, if there is political preparedness to implement the recommendations of the Eurocommissions of may 15, 2012 and to revise the law of  Georgia “about occupied territories” of 23 octomber, 2008.

According to the Eurocommission’s recommendation, “Georgia should make more intensive involvement of the separative regions and reconciliation/conflicts resolution policy of pragmatic cooperation and engagement with the de facto government for the allocation of financial resources; take a pragmatic and constructive steps in the border zone of the trade, in the direction of movement, investment incentives, to review the law “about occupied territories”; to offer health and other social services for the population of separative regions and other social services is an important step towards reconciliation- is requed for its expansion, without any preconditions, such as for example, the duty of having the IDs of Georgia, but it is still unknown the position and attitude of the government to the mentioned proposal.

“Young barristers estimates that after sharing the international recommendations, the government should follow the corrections of article 6 in the law “about occupied territories”, which means the restriction of economic activities examples in occupied territories. To our opinion , if Georgia review the mentioned law as the state’s interests, promote peaceful resolution of conflict, for the purpose of making an effective control mechanism with the participation of international organizations, on the first stage the recovery of economic activity and to establish new contacts, dual-purpose input and output and money transfer organization and for this purpose, we consider justified to create special economic zone.

The organization consider the fact of recognition of “neutral travel document” from united states of America as a diplomatic success, which allows people living in the conflict region,studying or traveling abroad without recognition of citizenship of Georgia , but we also fully share the Europian commission’s statement that it should not be the only possibility of traveling till the document will not be acceptable to more wider strata of the population living in Abkhazia and South Ossetia.

It is necessary the government has a clear plan to introduce to the public, on how to interest Abkhazian and Ossetian people to use this document and what international effort will be done to compel the Russian federation not to intimidate the population toward “neutral travel document” on the occupied territory. For the notification: the period of validity is 10 years, under 18 aged will receive an neutral ID cards for 3 years. Such document has already recognized in Latvia, Slovakia, the Czech Republic and Japan. Since 2012, the united states joined them.

“Young barristers” regarding the Eurocommission’s recommendations and the governmen’s strategy plan to hold a round table with participation of the expert community, to discuss the possibility of new positive and negative factors towards the occupied territories.
